Parli-Pro “Script”

Chair: “We will now begin debate on proposed legislation.  The first Bill on the docket is Bill Number ____.  Will the author please come forward.”

  • Author steps forward to front of the room

Chair:              “Will the clerk please read the enactment clause”

  • Clerk reads enactment clause

 Chair: “We will now begin with Authors Opening Statement.  Author you have ___ minutes for your opening statement.”

  • Author gives Opening Statement.  Author then:
    • Yields Remaining Time to Closing
      • author must reserve right to make motion before speaking
    • Yields Remaining Time to Chair

Chair: “Delegate, by your actions you have yielded ______ to:

  • your summation.”  < if author yielded time to closing>
  • the chair.”  < if author made no motion, or yielded to the chair>

Chair: “We will now move to a ______ minute period of Non-Debatable Technical Questions (NDTQ).  Are there any such questions on the floor?”

  • You may raise your hand to be recognized.  Chair will choose a legislator

Chair: “Delegate you are recognized for ________”

  • You will pose a NDTQ –Author will respond.
    • NDTQs should be simple, no back-&-forth banter.
  • Time for NDTQs will end when:
    • Time has elapsed.
    • There are no more NDTQs on the floor.

 

Chair: “The time for NDTQs has elapsed.  We will now move to ____ rounds of Con-Pro Debate, beginning and ending with a Con Speech.  Is there a Con speech on the floor.”

  • You may raise your hand to be recognized.  Chair will choose a legislator

Chair: “Delegate you are recognized for ________”

  • You will speak for the allotted time.  The following motions are in order:chart
  • Should you choose to make a motion as well as speak, you must reserve the right to make a motion at the beginning of their allotted time before speaking.
  • After you finish speaking a Pro speaker will be selected next.
  • Time for Con-Pro Debate ends when:
    • Total allotted time has elapsed
    • total number of allotted rounds has been fulfilled
    • No more speakers are present

Chair: “The time for debate has elapsed.  We will now move to the Authors Summation.  Author you have __________ minutes for your closing.”

  • Author Gives Summation

Chair: “Thank you Author.  We will now move to a vote on this Bill.  Will the Adult Advisor please seal the room.  Will all those in favor please stand and remain standing until you have been counted.”

  • Chair counts pro votes

Chair: “All those opposed, please stand and remain standing until you have been counted.”

  • Chair counts nay votes

Chair: “Any abstentions?”

  • Chair counts votes.  you should only abstain from voting if you were not in the chamber/committee during the majority of debate .
  • Chair Tallies final vote count
    Remember:  A majority means 50% of all members + 1 vote

Chair: “By a final vote of _____ to _____ to _____, this bill { passes / fails }”

  • Chair makes all final notations and memorializes all results

Chair: “The next Bill on the docket is Bill ___.  Will the Author please come forward”
